Clean Truck Check Training Webinar
New Vehicle Emissions Testing and Credentialed Tester Requirements
The California Air Resources Board (CARB) staff invite you to participate in one of two public online emissions testing training webinars covering vehicle testing requirements within the Clean Truck Check program that begin in October 2024. Periodic vehicle emissions testing requirements become effective October 1, 2024, with the first associated vehicle compliance deadlines occurring in January 2025. These tests must be performed by a CARB credentialed tester. Staff plans to walk through these new requirements and how fleets can use the Clean Truck Check reporting system, CTC-VIS, to track their upcoming testing requirements and vehicle compliance test results.
Changes are also occurring in the way credentialed testers can review submitted compliance tests. Starting in October, credentialed testers will view their submitted test results by logging into CTC-VIS. During this webinar, staff plans to walk through the process of establishing a tester account and how a credentialed tester can track and review their submissions.
Previously, staff held six reporting and compliance training webinars between November of 2023 and May of 2024 detailing the Clean Truck Check reporting requirements and how to navigate the CTC-VIS reporting system. Training module videos have also been posted detailing these processes. If you have not reported your vehicles in CTC-VIS, please do so as soon as possible to avoid California DMV registration issues and potential CARB enforcement action. Visit Reporting Resources (CTC-VIS) | California Air Resources Board to view all reporting training videos. CARB also has several resources available, including Frequently Asked Questions, on the Clean Truck Check Program page that may answer many of your questions:
- Fact Sheets, Guides, & Videos | California Air Resources Board
- Reporting Resources (CTC-VIS) | California Air Resources Board
A recording of this training and specific modules focusing on the new testing features and credentialled tester process will also be posted on the Clean Truck Check Reporting page as they become available. In addition, questions and answers covered at the end of the presentation will be posted after each webinar.
The upcoming webinars will be held via Zoom. Interested parties must register for a specific date to participate. Please click on the link below to register for the meeting you wish to attend. You will have the option to participate via Zoom or access the meeting by telephone with a dial-in number. CARB staff highly recommend participating using the Zoom Desktop or Mobile App for the best quality.
If you have any questions relating to the topics that will be discussed during this webinar, please submit them in the “Your Organization” section of the webinar registration form when signing up to attend this webinar. Questions may only be submitted in advance of the webinar and will be answered live at the end of the presentation. Please see below for the question submission deadlines for each webinar.
If you are unable to attend after registering, please email hdim@arb.ca.gov and request to be removed from registration to allow others to register, as we are typically at capacity for these events. CARB staff will hold additional webinars as needed.

Background
The implementation of Clean Truck Check began on January 1, 2023, with deployments of roadside emissions monitoring equipment to screen for vehicles operating with potentially high emissions. Vehicles identified as potential high emitters receive a Notice to Submit to Testing and are required to submit a passing compliance test to CARB, which may include emissions-related repairs, within 30 days of receipt of the notice.
Phase 2 of Clean Truck Check initiated vehicle owner reporting and annual compliance fee payment requirements, as well as freight contractor, broker, and freight facility compliance verification requirements. This phase began on October 1, 2023, when CTC‑VIS was opened to the public.
Phase 3 will become effective on October 1, 2024. All vehicle compliance deadlines on or after January 1, 2025, will require a passing vehicle emissions compliance test as part of compliance demonstration. Emissions compliance testing must be performed by a CARB credentialed tester.
The majority of densely populated areas in California, such as the South Coast and San Joaquin Valley air basins, exceed federal ozone and PM 2.5 standards. Many major populated regions and economically disadvantaged communities are situated near heavy trucking traffic areas. The successful implementation of Clean Truck Check is critical for achieving State Implementation Plan commitments and moving closer to meeting federal ambient air quality standards and improving public health in these regions, across the State, and especially in disadvantaged communities disproportionately impacted by air pollution.
