JOHN QUIDACHAY OFFERS US THIS OVERVIEW ON THE “WHITE PAPER”:
My aim was to research the tariffs on lumber and timber as objectively as possible. I think for our membership, the paper is mainly for readers to understand the complexities of the tariffs and how all the other policy references play into the bigger picture.
The tariffs imposed on Canadian lumber did not really give us any clear advantage. The policy references cited in the paper gave me the sense that there are other pollical forces at play, certainly other trade agreements and the tariff act of 1930 which was supposed to protect the US from dumping large amount of lumber in the lower 48 and or using countervailing duties.
Bottom line is the tariffs have gone back to pre-executive order on Canadian lumber entering the US. This was a difficult paper to produce given all the other long-time laws and regulations that still apply. While the administration’s efforts were well intentioned to boost lumber manufacturing in the US, there were other policy issues that had to be considered. “
