Extension of the Reporting Deadline for the Clean Truck Check/ Heavy-Duty Inspection and Maintenance Program
Additional Reporting Training Webinar Scheduled
The California Air Resources Board (CARB) is extending the Clean Truck Check reporting deadline to January 31, 2024, to allow vehicle owners additional time to complete their initial fleet reporting and meet the 2023 compliance fee payment requirements. To access the reporting database to complete your reporting requirements, please visit the California Clean Truck Check, Vehicle Inspection System (CTC-VIS) Portal.
For additional information and guidance regarding the Clean Truck Check reporting requirements, you can access training, fact sheets, and other helpful information on the Clean Truck Check Program Page. You can also find training videos on the reporting page posted in English, Spanish, and Punjabi, including seven short training module videos for specific reporting topics, as well as the “Question and Answer” forum from a previously held reporting training webinar on November 3, 2023. CARB staff highly recommend watching a recording of the training prior to logging into the database and completing your fleet reporting requirements.
In addition, CARB staff invite you to participate in a newly scheduled public online training webinar on the CTC-VIS reporting database. This webinar will be held via Zoom webinar at the following date and time.

Background
The majority of densely populated areas in California, such as the South Coast and San Joaquin Valley air basins, exceed federal ozone and PM2.5 standards. Many major populated regions and economically disadvantaged communities are situated near heavy trucking traffic areas. The successful implementation of Clean Truck Check is critical for achieving State Implementation Plan commitments, moving closer to meeting federal ambient air quality standards, and improving public health in these impacted regions across the State, especially in disadvantaged communities disproportionately impacted by air e implementation of Clean Truck Check began on January 1, 2023, with deployments of roadside emissions monitoring equipment to screen for vehicles operating with potentially high emissions. Vehicles identified as potential high emitters receive a Notice to Submit to Testing and are required to submit a passing compliance test to CARB, which may include emissions-related repairs, within 30 days of receipt of the notice.
Phase 2 of Clean Truck Check initiated vehicle owner reporting and compliance fee payment requirements. This phase began on October 1, 2023, when the CTC-VIS database was opened to the public. Owners are required to enter vehicle information for their fleet that are subject to Clean Truck Check and pay the $30 per vehicle compliance fee(s) for 2023. Failure to do so may result in vehicles being cited for noncompliance and owners being subject to penalties, and/or having their DMV vehicle registrations blocked.
Periodic testing requirements (Phase 3) are expected to become effective in mid-2024 requiring a passing compliance test to be submitted for compliance deadlines on or after July 1, 2024, to CARB for all vehicles subject to the Clean Truck Check. Nearly all diesel and alternative fuel heavy-duty trucks and buses with a gross vehicle weight rating over 14,000 pounds that operate in California must comply. This includes hybrid trucks and buses, commercial vehicles, privately owned vehicles, government vehicles, and vehicles registered outside of California.
