New Vehicle Emissions Testing Requirements for California Registered Motorhomes
The California Air Resources Board (CARB) staff invite you to participate in a public online webinar covering vehicle testing requirements for the Clean Truck Check program that began in October 2024. This is the third in a series of trainings that are focused on the requirements for owners of trucks registered in California.

Reporting Information
Emissions compliance testing is effective on October 1, 2024, with the first emissions compliance testing deadline on January 1, 2025. These tests must be performed by a CARB credentialed tester. Staff will walk through the new requirements and show truck owners how to use the Clean Truck Check reporting system, (CTC-VIS), to track their upcoming testing requirements and vehicle compliance test results as well as learn how to find or become a CARB-credentialed tester.

Background
The implementation of Clean Truck Check began on January 1, 2023, with three phases. Phase 1 was the deployment of roadside emissions monitoring equipment to screen for vehicles operating with potentially high emissions. Vehicles identified as potential high emitters receive a Notice to Submit to Testing and are required to submit a passing compliance test to CARB, which may include emissions-related repairs, within 30 days of receipt of the notice.
Phase 2 of Clean Truck Check initiated vehicle owner reporting and annual compliance fee payment requirements, as well as freight contractor, broker, and freight facility compliance verification requirements. This phase began on October 1, 2023, when CTC‑VIS was opened to the public.
Phase 3 became effective on October 1, 2024. All vehicle compliance deadlines on or after January 1, 2025, will require a passing vehicle emissions compliance test as part of compliance demonstration. Emissions compliance testing must be performed by a CARB credentialed tester.
The majority of densely populated areas in California, such as the South Coast and San Joaquin Valley air basins, exceed federal ozone and PM 2.5 standards. Many major populated regions and economically disadvantaged communities are situated near heavy trucking traffic areas. The successful implementation of Clean Truck Check is critical for achieving State Implementation Plan commitments and moving closer to meeting federal ambient air quality standards and improving public health in these regions, across the State, and especially in disadvantaged communities disproportionately impacted by air pollution.
