Upcoming Reporting Reminder and Information on New Requirements with the Off-Road Regulation
The California Air Resources Board (CARB) is sending this courtesy reminder to fleets that have reported to CARB under the “Regulation for In-Use Off-Road Diesel-Fueled Fleets” (Off-‑Road Regulation). In this reminder, you will find upcoming deadlines and actions items to assist with compliance of the Off-Road Regulation. This reminder also includes a link to the posted fact sheet explaining the recently approved amendments to the Off-Road Regulation and its requirements starting on January 1, 2024.

DOORS Login and Contact Information

The Off-Road Regulation requires all fleets to report and maintain valid contact information. Please log into DOORS, the online reporting tool for the Off‑Road Regulation, to verify and update your contact information.
DOORS Login
Fleets who forgot their password can select the “Forgot Password”. This link requires fleets to provide their DOORS username and the email address that is associated with the account. Fleets can then click the “Email Password” button and an email containing the password will be sent to the email address.
If the fleet contact(s) is no longer with your company, you will need to update your username and password by submitting the Changing Contact Information form available at Off-Road Zone | California Air Resources Board.
Performance Requirements Before January 1, 2024
[section 2449.1]
All fleets must meet the fleet average requirements of the Off-Road Regulation before January 1, 2024, or demonstrate that they have met the Best Available Control Technology (BACT) requirements prior to January 1, 2024. The BACT rate for all fleets is 10 percent of total maximum horsepower as reported on the previous reporting date. The BACT FAQ is available at Off-Road Zone | California Air Resources Board.
Annual Reporting Due by March 1, 2024
[section 2449(g)(2)]
All fleets must submit their annual report between January 1 and March 1, 2024. Fleets are encouraged to submit their Responsible Official Affirmation of Reporting (ROAR) forms electronically in DOORS (e-ROAR). The e-ROAR includes a checklist to ensure submittal of all required annual reporting information. To complete annual reporting, fleets must log into DOORS on or after January 1, 2024, and report any changes made to the fleet in 2023. Enter engine hour meter readings for the 2023 calendar year on the “Low-Use” webpage (if applicable), report engine hour meter readings for vehicles used for agricultural operations 51-99% of the time on the “Agricultural” webpage (if applicable) and submit the e‑ROAR. Fleets who submit their e-ROAR will automatically receive updated Certificates of Reported Compliance on March 1, 2024, in their DOORS account.
The fleet contact does not receive the e-ROAR pin. If a fleet contact wishes to file the e‑ROAR, they must first become a Designated Official by submitting the hardcopy form MSCD/HDORSB-178 (REV 5/20).
New Requirements Beginning January 1, 2024
Low-Use Requirements
[section 2449(c)(73)(E)]
Year-by-year low-use vehicle means a vehicle that operated in California less than 200 hours during the preceding 12-month calendar year. The year-by year low-use option sunsets on January 1, 2024, meaning no vehicle will be considered a year-by-year low-use vehicle on or after January 1,2024. Permanent low-use vehicle means a vehicle that a fleet owner has designated as operating less than 200 hours a calendar year, for all years subsequent to the designation. The permanent low-use option will still be available, and the three-year rolling average will be available for permanent low-use vehicles. Fleets that wish to designate their vehicles currently in year‑by‑year low-use as permanent low-use can do so during their 2024 annual reporting period.
Adding Vehicle Requirements
[section 2449(d)(6)]
The Off-Road Regulation restricts adding vehicles with older tier engines. The engine tier correlates with the emission standard-established by the U.S. Environmental Protection Agency (U.S. EPA) and CARB – in which the engine is certified to. The Off-Road Regulation already prohibited fleets from adding Tier 0, 1 and 2, the amendments expand the restrictions on vehicles added to a fleet as shown below:

Tier Phase-Out Requirements
[section 2449.1(c)]
The Off-Road Regulation requires that fleets no longer operate vehicles with Tier 0, 1 or 2 off-road engines over a 12-year period, between 2024 and 2036. Vehicle operation is phased-out on a progressive schedule as shown below:

Renewable Diesel Requirements
[section 2449.1(f)]
The Off-Road Regulation requires all fleets to procure renewable diesel, R99 or R100 means a diesel fuel substitute produced from non-petroleum renewable sources, including vegetable oils and animal fats, that meets both a) title 40, Code of Federal Regulations, Part 79 – Registration of Fuels and Fuel Additives (July 2021) and b) American Society for Testing and Materials specification D975 (approved August 1, 2021) and use this fuel in all vehicles including rental equipment, when operating in California starting on January 1, 2024. Contractors Requirements
[section 2449(i)]
